"Freeport" Hopes To Attract Bussiness To Carroll County

Carroll County -- Carroll County is one of only a few counties in west Georgia actively trying to attract businesses through a recent addition to the tax code called “Freeport.” This essentially alters the tax code for businesses in the county. Carroll County Chief Tax Appraiser, Sandy Ferguson says under “Freeport,” businesses can avoid property tax on inventory, finished goods, or on raw materials.

“Stock and trade of a retailer is taxable, which would be like, anything on the shelves,” she says. “An example would be like walmart.com because they sell to the end user.”

The type of inventory affects businesses in different ways according to Ferguson. “Sony, for example, does not pay tax on some inventory,” she says. “The ones that they do not is because they are not selling to the end user… they are selling to someone else, who will then sell to the end user.”
