Carrollton City Council approves a new solicitation ordinance following a request from Police Chief Joel Richards, in which he tells the city of receiving numerous complaints regarding people standing at the entrance and exits to shopping centers, soliciting money and/or work. Richards says, many of the motorists report feeling intimidated by these people, especially the females and the elderly.
City Attorney Chuck Connerly says the ordinance will not eliminate people or groups from asking for donations or contributions but does require solicitors to apply for a permit and opposes certain limitations on where solicitation can occur. The new ordinance requires solicitors in compliance to wear a safety vest.
The ordinance does not affect those soliciting on private property.
