Temple -- Temple city council could decide Monday whether or not to establish an online bill pay feature for customers of city services.  The city currently absorbs all of the fees associated with paying bills over the phone, which total $800 per month according to City Administrator, Kim Pope. The service would only cost the city $35 to add to the existing computer system.
