City Rec Director Accused Of "Throwing Juvenile To The Ground"

Tallapoosa City officials continue looking into claims from three individuals that the city recreation director “threw a juvenile to the ground and held him down,” during an alleged incident at the city ball park in late August. City Manager Philip Eidson declined to comment further stating the matter is a personnel issue.

According to the Tallapoosa Police incident report, 44-year old Randall Brown told police that a juvenile-male had come up behind him and attempted to tackle him, but was unsuccessful. Brown states that a few minutes later the juvenile again approached and grabbed around Brown’s lower legs causing him to fall. Brown says “on the way down”, he pushed the juvenile to the ground and had his forearm against the boy’s right neck area.

A juvenile eye-witness admits to daring the alleged juvenile victim prior to the incident, to tackle Brown… adding that after the first try brown warned “I’ll knock the hell out of you.”

The alleged victim’s story differs slightly from Brown’s, claiming that Brown grabbed and tripped the young boy to the ground and put his elbow in the boy’s neck. The responding officer states he did observe redness on the boy’s neck.

After the alleged altercations, the observing juvenile claims to have confronted Brown. Brown allegedly responded by taking off his glasses and stating “Hit me if it would make you feel better.”

None of the parties involved have filed charges against the other at this time.
