Proposed Property Tax Increase For Villa Rica

The City of Villa Rica Thursday announces its intention to increase the 2016 property taxes it will levy this year by 7.47 percentage over the rollback millage rate.

It is important to note the City is advertising a "placeholder" millage rate – specifically, last year's levy of 6.5 mills, a figure that could be adjusted after the final tax digest is ready.  This is necessary because Carroll County has so far been unable to provide a complete tax digest, which is a valuation of all the taxable property in the county.  The incorporated limits of Villa Rica span two counties – Douglas and Carroll County – therefore it is necessary to advertise a “placeholder” millage rate so as not to delay Douglas County in finalizing its tax digest and subsequently billing its property taxes.

Each year, the county board of tax assessors is required to review the assessed value for property tax purposes of taxable property in each respective county.  When the trend of prices on properties that have recently sold in the county indicate there has been an increase in the fair market value of any specific property, the board of tax assessors is required by law to re-distribute the value of such property and adjust the assessment.  This is called a reassessment.
When the total digest of taxable property is prepared, Georgia law requires that a rollback millage rate be computed that will produce the same total revenue on the current year’s digest that last year’s millage rate would have produced had no reassessments occurred.

The 2016 budget adopted by the Villa Rica City Council requires that a millage rate higher than the rollback millage rate, therefore, before the City of Villa Rica may finalize the tentative budget and set a final millage rate, Georgia law requires three public hearings to be held to allow the public an opportunity to express their opinions on the increase.

All concerned citizens are invited to the public hearings on this tax increase to be held in the Villa Rica Municipal Courtroom, 101 Main Street, Villa Rica, Georgia on Thursday, August 25, 2016 at 11:00 am and 6:00 pm and on Thursday, September 1, 2016 at 6:00 pm.
